It's a nonsense argument. There's no evidence to support the trend towards more surgery. Surgeons make money from operating and have a vested interest.

I think it makes sense that there has been advancement in the scan capability and the surgical techniques. And potentially a shift in the thinking that better surgery earlier is better than letting them heal on their own.
However I have no background or knowledge to back that statement up. Would leave that to the experts.
