Concerning the new ref rules suggested this is what I would say:

Timed substitution rule: not a bad idea but we do have to take into account the seriousness of the injury. As pointed by others, if a player is badly injured, its very unreasonable to expect them to be off in 10 seconds. Head injuries is one where a player shouldn't be moving at all! So we can't be expecting the player to be up in 10 seconds as this is not the recommended procedure at all.

Off treatment rule: That is a big no. As pointed by Karl, this would deeply be unfair to have one team playing down to 10 men while the other team are still 11. This would then become a farcical strategy to hurt a player to try and gain advantage. How is that supposed to protect a player if teams are targeting each other to gain advantage?

In stadium VAR announcement: a big yes! They already do this in rugby so why can't this be done in football? The answer is simple: this keeps the dodgy calls from happening, a major speciality for PGMOL. They will be the last ones to ever accept this!!
